An invitation only, mobile first platform that turns a clinician's answers into an individualised, evidence based public comment for Regulations.gov.
UPTA, the United Physical Therapy Association, needed to mobilise member clinicians to comment on a federal CMS rulemaking before a deadline that could not move.
The platform converts an invited clinician's guided answers into an individualised, evidence based comment ready for Regulations.gov in roughly five to seven minutes.
Challenges & Solutions
Challenges
Regulators discount generic form letters, protected health information must never reach the public record, and the comment deadline was fixed by the federal government.
Solutions
An evidence gate blocks generation until the clinician supplies a quantitative estimate, an operational change, a patient access example and a requested CMS action. Every submission becomes both a public comment and a row of attributable data.
A server side drafting service assembles the comment strictly from the clinician's own answers and approved campaign language, never inventing statistics. Inline PHI screening and three certifications precede the handoff.
